Traffic Control Measures to
Minimize Citizens’ Inconvenience

Controlling Vehicle Flows and Pedestrian Traffic during Construction

Partial road closure to minimize traffic congestion

  • West road of the Square (southbound lanes) : Maintain current lanes (6 lanes)
  • East road of the square (northbound lanes) : Partial road closure from current 5-6 lanes to 4-5 lanes.
    (1 lane will be closed)

Minimize Restriction on Citizens using the Square

Secure a temporary pedestrian passage and place safety personnel

  • Long-term Occupation : Use a part of the North Square to store materials (approximately 800㎡)
  • A part of square is incorporated into the road section (a part of the current East Square)

The closure of southbound lanes (the west side of the square)
will be determined based on the circumstances of traffic flows in the future

동측도록 상하차로 소통, 서측차로 폐쇄

Expansion and reorganization of northbound lanesNorthbound and southbound lanes will be opened during construction

Controlling Vehicle Flows and Pedestrian Traffic during Construction

Establish a variety of policies that can maintain current level of traffic volume around Sejong-daero and Gwanghwamun Square

Key areas

Speed Control Measures

  • 01. Improve Signal Operation
    • Signal operation to relieve downtown congestion
    • Optimize signals at intersections
  • 02. Secure Traffic Control during Construction
    • Minimize space occupied by construction
    • Use west roads of the square (southbound lanes) during the construction of east road
    • Adjust construction period
  • 03. Traffic Improvement Project (TSM: Transportation System Management)
    • Insertion of a left-turn lane at the intersection(East-West axis)
a left-turn lane extension at side street(South-North axis)
  • 04. Traffic Simulation (VISSIM) Analysis
    • Analyze the impact of Gwanghwamun Square construction on traffic

Public Transportation Convenience

  • 05. Relocation of Bus Stops
    • Minimize the operation period for temporary bus stops
    • Operate temporary bus stop BIS (Bus Information System)
  • 06. Adjustment of Bus Routes
    • Adjust U-turn bus routes at Gwanghwamun Intersection

Pedestrian Accommodation

  • 07. Installing Temporary Pedestrian Passage
    • Secure passage for the sidewalk area occupied by construction
    • Secure detour for the sections of the sidewalk, fully occupied by construction

Site Management

  • 08. Operate T/F Team and Monitor
    • Organize T/F team
    • Inspection before construction
    • Monitor and improve
  • 09. Cooperate with exemplary drivers and civilian buildings
    • Place exemplary drivers within the sphere of influence at all times
    • Seek cooperation with civilian buildings regarding traffic control

Improvement of Traffic Signal Operation

Induce Detour (Congestion Distribution) by Improving Traffic Signal Operation

  • Divide the area into three districts: Downtown Outskirts District, Green Traffic Promotion District, and Project District, and coordinate traffic signals to control and distribute traffic volume
  • Increase signal coordination intensity in phases according to the ratio of declining average traffic speed
